2023-2024 Eligibility Guidelines
To qualify for EmPower+, homeowners and renters need to meet income criteria. If you answer “yes” to the following, you may be eligible.
100% Income Qualified
- Live in a home or a building with 4 or fewer units
- Am a customer of participating energy provider: Central Hudson, National Grid, and NYSEG and pay SBC or heat with oil, propane, or kerosene.
- Qualified household income:
- Household of one is $36,420 or less per year
- Household of two is $47,640 or less per year
- Household of three is $58,848 or less per year
- Household of four: $70,056 or less per year
- Household of five: $81,264 or less per year
- Household of six: $92,472 or less per year
- Household of seven: $94,572 or less per year
- Household of eight: $96,672 or less per year
- Household of nine: $98,772 or less per year
- Household of ten: $100,884 or less per year
50% Income Qualified
- Live in a home or a building with 4 or fewer units
- Am a customer of participating energy provider: Central Hudson, National Grid, and NYSEG and pay SBC or heat with oil, propane, or kerosene.
- Qualified household income:
- Household of one is greater than $36,420, but less than $48,560
- Household of two is greater than $47,640, but less than $63,520
- Household of three is greater than $58,848, but less than $78,464
- Household of four is greater than $70,056, but less than $93,408
- Household of five is greater than $81,264, but less than $108,352
- Household of six is greater than $92,472, but less than $123,296
- Household of seven is greater than $94,572, but less than $126,096
- Household of eight is greater than $96,672, but less than $128,896
- Household of nine is greater than $98,772, but less than $131,696
- Household of ten is greater than $100,884, but less than $134,512
- Families have the opportunity to undergo a cost-free, thorough home energy assessment to identify areas of energy and financial wastage. They will then receive a personalized plan to reduce energy usage.
- Upstate Spray Foam contractors can install identified no-cost direct improvements discovered during the assessment process.
- Families have the option to benefit from financial discounts to reduce the costs associated with energy efficiency improvements.
Incentives!
- Low-income single-family households qualify for energy efficiency improvements at no cost, with a maximum cap of $10,000 per project.
- Single-family households with moderate incomes can avail themselves of a discount of up to 50% on the cost of eligible work, with a cap set at $5,000 per project.
- Households meeting the eligibility criteria can receive incentives for the following prioritized core energy efficiency improvements:
- Attic, wall, and rim joist insulation
- Air-sealing to reduce drafts
- Health & safety items
- Mobile-home underbelly insulation
- Replacement of inefficient refrigerator/freezer units
- After completing air sealing and insulation for homes, contractors can suggest upgrades for other equipment, such as:
- Cold climate air source heat pump
- Heat pump hot water tank
- Replacement of low-efficiency natural gas heating systems (Household should be evaluated for heat pumps first)
